Is there any Chinese organization funded by the tainted food producers in China that oversees R&D aspect?

Tainted food scandals throughout China never seem to be isolated incidents confined to isolated pockets of China. If there's tainted milk in Shanxi, we observe tainted milk in Yunnan, Gansu and several provinces of China. Same goes for fake eggs, cadmium rice, spitt oil and so may other tainted food products. How can the "for greed producers" in China be so organized if they are spread across the length and breadth of China? Do the "for greed" tainted food producers in China collaborate together to fund some R&D organization that advises them about the type of adulteration or chemical they should add to make maximum profit?
